Crisis Or Resurgence Of Voluntary Services In The Social Sector? Great Britain And West Germany In The 1970s
Abstract
The study of German and British youth service programmes sheds new light on the history of voluntary action in a comparative perspective. In both countries, the initial aim of youth service programmes in the 1950s was to stop value change in the “affluent society”: West German conservatives, alarmed about the increasing employment of women, conceived youth community service as a “bride’s school”, luring young women back into the kitchen. British programmes in contrast focused on male youths. The late 1960s and early 1970s were a period of crisis and fundamental change for the voluntary services: On the one hand, adherents of the New Left harshly criticized such programs as a means of social control, on the other hand, more citizens’ participation was one of their most important demands. In consequence, in both countries, youth community service was redefined as a measure to strengthen democracy. However, the growing unemployment soon posed a challenge for this new conception.
