On Arbitration And Influences. Chile And The Defense Of Territorial Fa Ctor In The Pan American Concert: From Reluctance…To Insertion. 1902-1923
Abstract
The Twentieth century, gave opening, extension and profundity to a new international reality, Assemblies and Conferences, which exposed the complexity of relations between States and threatened the dominance of the strict bilateral relations system. In this context, Chile had to face a new dimension of the international domain and should positioned politically and strategically before it, specifically in facing the prospect of compulsory arbitration raised in the Pan-American Conferences, observing the deployment of forces that threatened its sovereignty and the integrity of the last of his conquests: the territorial factor. Thereby, the country passes from the reluctance to the insertion as the most appropriate means for the defense of his interests.
